Government Programs and Services for OFWs
Part of the government’s labor and migration program is the identification and creation of different agencies that would respond to different issues and concerns of OFWs at each stage of migration. There are agencies that are primarily focused on labour migration such as the Philippine Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA), National Reintegration Center for OFWs (NRCO), Department of Foreign Affairs – Office of the Undersecretary for Migrant Workers Affairs (DFA-OUMWA), and the Commission on Filipino Overseas (CFO). There are also government agencies that implement programs that respond to other concerns of migration such as the Technical Education and Skills Development Authority (TESDA) who provide skills training and upgrading.
Apart from these government agencies, the Philippine Congress also gets involved in the affairs of OFWs. In the House of Representatives, a Committee on Overseas Workers Affairs is concerned in legislative issues of migration. It is also the mandate of the Congressional Committee to ensure that the executive branch of the government implements legislation and regulations on migration effectively.
